Water Quality

The UMRBA supports and provides staff for two work groups, the Water Quality Task Force and the Water Quality Executive Committee, which provide forums for consultation among the five state water quality management agencies, as well as Regions 5 and 7 of the U.S. Environmental Protection Agency.  Both groups address issues directly related to the states’ Clean Water Act responsibilities on the Mississippi River as a shared interstate resource, including monitoring, waterbody assessments, listings of impaired waters, and total maximum daily loads (TMDLs).  The distinction between the groups is that the Task Force examines issues at a technical/program level, while the Executive Committee functions at a policy level and seeks to implement the approaches identified by the Task Force. The efforts of these groups have enhanced interstate cooperation in Clean Water Act implementation and resulted in a number of reports regarding Upper Mississippi River water quality issues.

Issue Paper:  Sediment-Related Water Quality Criteria for the Upper Mississippi River PDF

This February 2007 report summarizes available information related to sediment occurrence and impacts on the Upper Mississippi River, reviews the States’ current approaches to sediment-related water quality under the Clean Water Act, evaluates options for further action, and makes recommendations for continued progress.

 
       
 

Organizational Options for Interstate Water Quality Management on the Upper Mississippi River PDF

This December 2006 report describes alternative institutional options for interstate coordination on the Upper Mississippi  River, related to water quality.  In addition, it examines how interstate commissions in other parts of the country function, explores the potential for securing funding under the Clean Water Act for interstate coordination on the Upper Mississippi River, and offers recommendations for the future.

Memorandum of Understanding:  Interstate Assessment Reaches for Upper Mississippi River

The five states executed this 2003 Memorandum of Understanding (MOU), by which they agree to utilize the same minimum set of reaches for the Upper Mississippi River in developing their 305(b) reports and 303(d) impaired waters list.

Office of Water is responsible for EPA's water quality programs, including implementation of the Clean Water Act and Safe Drinking Water Act.

Mississippi River Basin is a web site maintained by EPA.

EPA Region 5 serves Illinois, Minnesota, and Wisconsin.

EPA Region 7 serves Iowa and Missouri.

STORET (STOrage and RETrieval system) is a data system that stores and manages water quality data collected by federal agencies, state and local agencies, Indian tribes, volunteers, universities, and other private organizations.

Environmental Monitoring and Assessment Program (EMAP) is a research program developing tools to monitor and assess the status and trends of national ecological resources.

Water quality standards from all 50 states can be accessed on U.S. EPA's web site.

National Water Information System (NWIS) provides access to water quality and flow data collected at approximately 1.5 million sites in all 50 States, the District of Columbia, and Puerto Rico.

National Water Quality Assessment Program (NAWQA) is where USGS collects and analyzes data in more than 50 major river basins and aquifers across the nation.

Long Term Resource Monitoring Program (LTRMP) is  part of  the Upper Mississippi River System Environmental Management Program.  LTRMP conducts water quality monitoring in four navigation pools (Pools 4, 8, 13, and 26) and on the Open River reach below St. Louis (river miles 29-80).  The Upper Midwest Environmental Sciences Center, located in La Crosse, Wisconsin, is the USGS research facility responsible for the LTRMP.
